Not in the High-Velocity Hurricane Zone
The Florida Building Code's High-Velocity Hurricane Zone covers Broward and Miami-Dade only. Roofs in Collier follow the statewide wind rules, not the HVHZ product approvals.
The 2026 permit exemption has limits
Since July 1, 2026, Florida law exempts some single-family work under $7,500 from a building permit. It does not cover structural, electrical, plumbing, mechanical or gas work, or homes in a flood hazard area. Ask your building office whether your roof job qualifies.

Questions
Collier County roofing questions
Who issues roof permits in Collier County?
It depends on the address. Collier County's Building Plan Review & Inspection Division covers unincorporated areas and Everglades City. The City of Naples and the City of Marco Island run their own building departments.
Is Collier County in the High-Velocity Hurricane Zone?
No. Under the Florida Building Code, the High-Velocity Hurricane Zone is Broward and Miami-Dade counties only.
Does a roof job in Collier County need a permit?
Assume it does until the building office says otherwise. A 2026 state law exempts some single-family work under $7,500, but not structural work or homes in a flood hazard area. Ask the office for your address before work starts.
How do I check a Collier County roofer's license?
Search the license number on the Florida DBPR license search at myfloridalicense.com. The status should read Current, Active, and the name should match your contract.
